Executive Committee

The IEEE Malta Section Executive Committee (ExCom) is the elected leadership body responsible for the governance, strategic direction, and operational management of the IEEE Malta Section. It represents the local IEEE membership and ensures that the Section fulfills IEEE’s global mission of advancing technology for humanity within the Maltese community.

The Executive Committee typically consists of volunteer professionals and academics drawn from industry, research, and higher education, reflecting Malta’s technology and engineering ecosystem. Members serve defined terms and are elected by the Section’s membership in accordance with IEEE bylaws and governance standards.

Purpose and Responsibilities

  • Industry & Community Collaboration – Building partnerships with academia, government, and industry to strengthen Malta’s technology ecosystem.
  • Strategic Leadership – Defining the vision, priorities, and annual objectives of the Malta Section aligned with IEEE global goals.
  • Member Engagement – Growing and supporting the local IEEE community, including students, young professionals, researchers, and industry practitioners.
  • Technical and Professional Activities – Organizing conferences, workshops, seminars, technical talks, and outreach initiatives that promote knowledge sharing and innovation.
  • Educational Outreach – Supporting STEM education, university collaboration, and professional development opportunities.
  • Operational Governance – Managing finances, compliance, reporting, and coordination with IEEE Region 8 and IEEE Headquarters.

Dr Conrad Attard (Chair)

Dr Conrad Attard is a researcher who holds the position of Senior Lecturer and Deputy Dean of the Faculty of ICT at the University of Malta. He has significant experience in coordinating and teaching digital health systems, Mobile Computing and Enterprise IT Planning, over several years. He earned a PhD from the Computer Science Department within the Faculty of Engineering at Sheffield University in the United Kingdom. He is an Senior IEEE member and currently serves as the Chair of the IEEE Malta Section.

Prof Alexander Micallef

Prof Alexander Micallef is currently an Associate Professor with the Department of Electrical Engineering, University of Malta, Malta. Prof. Micallef has published more than 45 international peer-reviewed journal and conference papers on microgrids, electrical transportation, zero energy buildings and power quality. He was listed by Stanford University among the top 2% of the world’s scientists in 2021 and 2022. His research interests include microgrids; maritime microgrids for electric ships, offshore applications and seaports; integration of renewable energy sources; distributed energy storage systems; hierarchical and cooperative control; and energy management systems.

Dr Paul Zammit

Dr Paul Zammit is a Lecturer with the Department of Electronic Systems Engineering at the University of Malta. His research interests include embedded systems, optics and image processing for computer vision applications. Paul has been an active member of the IEEE Malta Section for several years and is currently serving as Vice-Chair.

Dr Nathaniel Barbara

Dr Nathaniel Barbara is a Lecturer with the Centre for Biomedical Cybernetics at the University of Malta. His main research interests include biomedical signal processing and eye-gaze tracking, particularly for applications related to human–computer interaction. He is a member of the IEEE and currently serves as Treasurer of the IEEE Malta Section.


Computer Society

Mr Michael Azzopardi (Chair)

Mr Michael Azzopardi is an IT professional with extensive experience in strategy, architecture, and software engineering, currently serving as a Partner and Technology Consulting Leader at EY Malta. Specializing in IT strategy, enterprise architecture, cloud governance, and agile software delivery, the role encompasses business development, recruitment, and fostering global alliances with leading technology providers.

He earned a Bachelor of Science (Hons) in Information Technology (Computer Science and AI) from the University of Malta and a Masters in Information Technology – Software Engineering Management from Carnegie Mellon University. He is an IEEE Senior Member and serves as Vice Chair of the Computer Society and Industry Ambassador.
